Honestly I only see one use in PVE it would qualify as being better a fight where you have to facetank multiple adds which would take advantage of the defensive values of the galaxy weapon.
Those of you that are like oh it has crit damage and are considering it for PVE are missing the fact that the proc on PVE legendary weapon gives more crit damage and just overall does way more damage in PVE than the galaxy weapon. For one look at stats of stage 3 all aimed toward pvp.
